Small and medium-sized enterprises are vital to the EU economy, representing 99% of European business and 2/3 of private sector employment. The European Structural Fund and the Investment Fund from 2014-2020 made available more than EUR 450 billion for member countries to finance investments that support employment and economic growth. In Albania, their role is equally fundamental, and grows further in the framework of European integration that widens its prospects with the opening of negotiations. Therefore, in the UniBa program as part of it, training of relevant human resources is targeted. Moreover:

• access to finance, grants and funds;
• business support with know-how and consulting, information, networking, partnerships;
• support for access to regional and international markets;
• new sources of growth such as green economy, sustainable tourism, health and social services, cultural and creative industries;
• investments in human capital such as training and vocational education;
• links and collaborations with research centers, universities to promote innovation;
• start-up, support, etc.

At UniBa, the entrepreneurial culture, as in any unit, is the greatest will and the main objective, which it strives hard for and constantly aims to achieve and develop it in the most successful way. It creates a strong competitive advantage because it relates to individuals, group of individuals and the unit as a whole. At UniBa, such talented groups of students and academics have creative skills, take risks, and have the power to achieve the required results. Leadership and operating environment encourage and foster the cultivation of this entrepreneurial culture.

Entrepreneurship as a generator of talented human capital provides knowledge for future entrepreneurs. UniBa aims to become a Live LAB, a producer of entrepreneurial culture, thus taking the form of the Entrepreneurial University. Talents are managed through various components such as: strategic planning of employee development, finding talented pupils from high schools, keeping them in our units for a long time, developing the measurement of their performance, providing knowledge, continuous motivation and reward, developing  their career, continuous planning of their future, cooperation with other partners, etc.

UniBa's new role as a lead actor among the other three actorsmakes it thinkabout processes and problems as a whole from many perspectives, makes them the most powerful point of creation of special skills that labor market require, makes it accelerators of knowledge, innovation, entrepreneurship, stat-ups, etc.

UniBa has taken on a special role in the regional, national and beyond, to increase the competitiveness of individuals, entities, entrepreneurship and the economy, as an protagonist acting with the capacities and knowledge it possesses, develops, thus becoming an entrepreneurial university. He educates and cultivates the requirements of education such as knowledge, personal human and practical skills, ability to manage insecurity, open mindedness, critical thinking, and opportunities for furtherdevelopment, enthusiasm and passion, sense of responsibility, leadership, essential qualities of entrepreneurs of the future in an environment of high and free competition.
