Among the most successful modern development models that foster entrepreneurship and innovation and consequently competitiveness, UniBais based on the so-called 4 dimensional model (Quadruple Helix - QH model created byCarayannis& Campbell - 2009).
The use of this QH model is also recently promoted by the European Union Innovation Strategy: "European Union Research and Innovation Startegies for Smart Specialization" called RIS3. According to it, the links between innovations - knowledge, productivity of innovation - competitiveness are emphasized.
According to the QH model, UniBa has a special role, for innovation and economic development in the knowledge society, collaborating with industries, government and society. It generates new institutional and social formats for the production, transfer and application of innovative knowledge and skills.
According to the QH model, the role of entrepreneurship and competitiveness in economic development is essential and encourages economies to move from one stage of development to another: from factor-driven economies to efficiency-driven economies and further to innovation-driven economies. The role of the four operating actors of the model: universities - industry - government and society is factored in different ways by distinguishing what has a determining role in less developed economies industry, while in those of efficiency all four actors are balanced, taking business advantage in innovation economies because innovation is essential in an environment of increasing competitiveness.
The role of the fourth actor of society emphasizes the cooperation between intellectuals (universities), business, government and civil society, making universities a driving force that generates creativity, ideas, quality, skills and knowledge.
UniBa in a new, complex and challenging way breaks down the barriers between business, government, academia and civil society (seen as media society and cultural society) thus creating a new, multidimensional approach, in an environment that promotes group, collaboration and exchange of ideas. Functioning together, these four actors create new values shared by all or from which everyone benefits. This is an innovative ecosystem where technology creates connections and networks by improving social conditions and environment, as well as company performance. Success is measured for the whole ecosystem, not only for individuals.
In this current and contemporary development framework, the program approaches in four levels:
